Residents of Papan complained of the foul-smell that affects this residential area. 

The Ipoh Municipal Council has burdened the residents of Papan yet with another problem, commented V. Sivakumar, the State Assemblyman of Tronoh. This stinky smell also affected part of Papan, Bukit Merah, Menglembu, Pusing, Lahat and its surrounding areas.

Likewise, the residents from Jelapang, too, complained of the fetid day and night. So, where is the smell actually coming from, asks Sivakumar. 

From 1 April 2012, it has been 3 months since the Ipoh Municipal Council dumping the garbage and trash in Papan. The residents here still complain about the foul-smell and the living environment has affected them very seriuosly.

During the meet with Mayor, he assured that the garbage dumping will not affect the residents as the sanitation project is a high-tech program and that it will not release or discharge any foul-smell. 

Obviously, Mayor's assurance seen as just words in the air. This is a strong reason for the residents of Papan to claim that the Mayor has lied and cheated them.
